Project commissioning and execution rules

As part of the NORA household rules, the following rules for commissioning and execution of projects on behalf of NORA are formulated:

For assignments with a budget above €30,000 (incl. VAT), NORA organizes an open application process. This is as follows:

  • The Board appoints an application committee for the work, supported by the secretary. The committee defines the task and criteria for the executing party and NORA publishes this on the website + in the newsletter, with a deadline for response.
  • The application committee judges the applications which have come in and proposes the executing party to the Board and the principal elements of the contract; the Board takes the final decision on contracting party and contract elements. 

Below this budget limit, the Board will not need to organize an open application process.

For all assignments, the procedure for contracting, supervising and finishing execution is as follows:

  • The secretariat and Board chair undertake the contracting process with the executing party, assuring that the main contact elements as decided by the Board are included, and the chair signs on behalf of NORA if the contract is agreed.
  • The Board appoints a contact person to supervise the execution of the work (this can be the secretary or a Board member). 
  • When the work is finished, the contact person evaluates whether all contract conditions are fulfilled and reports back to the Board.
  • The Board decides whether the work is fulfilled appropriately and if so, the project is declared finished. If not, the executing party will be requested to supply the missing aspects.

Board members may apply to be executing party, but will abstain from Board discussion and decisions regarding the application and execution process, in line with article 12 (regarding Board conflicts of interest) of the NORA Foundation Statutes.
